Was Joe Barton's apology last week to BP CEO Tony Hayward premeditated?
It may seem like splitting hairs, but Democrats, looking to capitalize politically on the much-maligned remarks, are charging that Barton's apology was not just a slip of the tongue.
"That's not a political gaffe. Those are prepared remarks. That is a philosophy," said White House chief of staff Rahm Emanuel on ABC's Sunday morning talk show "This Week."
